CSU fee Waiver Checklist
The Cal State Apply online application allows EOPS students to identify their EOPS status and the community college at which they are enrolled (see attached screenshot of on-line application). By answering affirmative to the EOPS question, Cal State Apply will show applicants they have been "granted" an application fee waiver at up to four (4) CSU campuses to which they are applying at the time of application submission once they have completed their application. The CSU admission application fee is $70 per application to each campus.
If an EOPS student does not automatically receive the fee waiver, they should immediately e-mail the CSU Chancellor's Office Cal State Apply at Calstateapply@calstate.eduCSU is no longer using the paper admission application fee waiver form for students who do not automatically receive the fee waiver.
For EOPS students who have reached their limit of four CSU admissions application fee waivers, EOPS is permitted to pay for additional fee waivers, if funds are available. EOPS may: a) pay the admission application fees directly to the university on behalf of the student as an object code 7000B expense; b) reimburse the student for the admission application fees as an object code 7000B expense; or c) award a grant, based on unmet financial need, to the student to pay for the admission application fees as an object code 7000C expense. Check with your respective EOPS program.
All applicants who are applying to EOP are encouraged to complete and submit the EOP and recommendation portion at the same time as the application for admission. The application indicates the deadline for the EOP recommenders to complete the recommendation. UC Fee Waivers for EOPS Transfer Student form
The fee waiver process for EOPS students differs slightly between UC and CSU, but regardless of the process, California Education Code section 69656 ensures that all EOPS students seeking to transfer to UC and CSU will be provided admissions application fee waivers.
The UC application submission period for Fall 2021 enrollment is November 1 – 30, 2020. Through the UC online application process, all students who meet the income eligibility guidelines are automatically granted fee waivers at up to four (4) UC campuses to which they are applying. The UC admission application fee is $70 per application to each campus.
Nearly all EOPS students will receive the admission application fee waivers automatically. However, any EOPS student who does not automatically receive the fee waiver should contact the UC Application Center helpline at firstname.lastname@example.org
UC will accommodate these students if they submit the "Authorization for Waiver of 2021-22 Admission Application Fees" form (see attached PDF) that UC is distributing exclusively to community college EOPS offices. The fee waiver form should be completed only by students who do not receive the automatic fee waiver through the online UC application process.

The UC Educational Opportunity Program (EOP) provides support services to students who are from low income, educationally disadvantaged backgrounds and are first-generation college students. EOP is open only to California residents and to American Indians from any state. To be considered for EOP, students should indicate their interest when completing the UC online admissions application

CSU FEE WAIVERS (AFFECTED BY COVID-19)
Cal apply is not able to incorporate 2020 income changes in Cal State Apply to accommodate fee waivers related to COVID. If financial circumstances have changed for 2020, applicants will need to contact the CSU campus directly to request a fee waiver. Campuses may use a Fee Waiver Appeal form or some other method to receive requests. If approved, a coupon code that covers the cost of the application is provided by the campus.Applicants should complete (not submit) the application in full as soon as possible to confirm they are not eligible for the fee waiver based on 2019 income information and then contact the campus(es) to request a fee waiver appeal. Some campuses have students work with the financial aid office for this but the process at each campus may vary. UC FEE WAIVER (AFFECTED BY COVID-19)
If they do not qualify for a fee waiver based on 2019 income, the student should select the 'pay by mail' option, submit the application, and then email the UC Application Center
email@example.com for a fee waiver based on 2020 income. These requests will be reviewed on a case-by-case basis, but the student must submit the application first before requesting the fee waiver (there is no fee to waive if the student hasn't actually submitted the application yet).
